Mr Higgins' continued correspondence to the minister follows:
Dear Minister Dunderdale,
Thank-you for your response to my inquiry.
I appreciate that you took the time to respond to my inquiry involving development of a smelter in Labrador and while I appreciate that there may be sensitive commercial information contained in the study I requested I see no reason why this would preclude you from providing information to support your previous claim that the development of an industrial smelter in the province (using Lower Churchill power) would require a provincial investment of $1 billion dollars.
In your letter dated November 28, 2006 you stated:
"In 2002 a study was completed with ALCOA into the feasibility of locating an aluminum smelter in the province to be powered from the Lower Churchill. At that time, it was concluded that it was not a viable option and in fact required almost $1 billion in Government financial assistance."
I appreciate the fine line you must walk in ensuring confidentiality but since you saw fit to quote that specific study and identified a financial figure I believe it is incumbent on you, at the very least, to provide information on why these funds were needed and what they would have been used for.
